Method 1 - Manually via config file
Step 1: Login to your game control panel
Step 2: Click "Configuration Files"
Step 3: Open "7dtdsaves\serveradmincustom.xml" by click "Text Editor" to the right.
Step 4: Find the line that looks like this "<!-- <admin steamID="XX" permission_level="0" /> -->"
Step 5: Replace XX with your Steam GUID.
Step 6: Once added, you will need to remove <!-- and -->" so that the line looks like this "<admin steamID="xx" permission_level="0" />
Method 2 - Via the web console
Step 1: Login to your game control panel
Step 2: Log into your online web console (details are configured from the config file)
Step 3: Type "admin add <playerID> <permission level>" (replace playerID with player's GUID and 0 for admin or 1 for moderator)
